Possible is not the same as affordable.
Legal levy or borrowing capacity can show what the Town may be allowed to do. It does not decide what is prudent, sustainable, or most important after existing services, assets, obligations, risks, and future needs are considered.
What we can show now
- Legal capacity: What applicable law permits.
- Cash availability: What resources are available now and whether they are restricted.
- Borrowing capacity: What debt might be issued and repaid under stated assumptions.
- Affordability: What households and the Town may be able to carry, viewed through multiple measures.
- Prudence: What preserves resilience and room for other known or unexpected needs.
What is still missing
- Starting position.
- Existing commitments.
- Low, working, and high baseline assumptions where uncertainty is material.
- A visible risk cushion or explanation of why one is absent.
- Remaining room under each defined lens.
The unsealed Borrowing report is deferred pending a current Capital-owner handoff and accepted pin.
What fits?
What new Work can Wilbraham responsibly fit?
Start with the Cost of maintaining current services and paying obligations already underway. Then protect reasonable room for emergencies and known future needs. What remains is the Town’s potential capacity for new Work.
Dependable revenue + responsible borrowing capacity− current services− existing Debt + commitments− already-planned Capital needs− an appropriate risk cushion= potential capacity for new Work
For every proposed project, show:
- Upfront design, construction, transition and contingency Costs.
- New annual staffing, technology, utilities, maintenance and Debt payments.
- Grants or other funding—and what those sources cannot pay for.
- When Costs begin and which other projects overlap.
- Household-bill and service effects.
- What must be postponed, reduced or given up if it does not fit.
Wilbraham may be able to carry more than one major project—but only after their complete Costs and timing are placed beside everything residents are already carrying. Borrowing capacity is like a credit-card limit: just because you have room available does not mean you should spend up to the limit.
