V07 classification boundary: The table follows the sole current primary-account mapping. V07 places the $1.433M HWRSD Debt line in Portfolio 1’s Townwide Debt Service program, so that Debt is excluded from the Portfolio 7 table and counted once Townwide.
The Portfolio 7 table totals $31.851M, or 48.0% of Total Town spending: the $31.662M assessment plus $0.189M in separate school capital items. The $1.433M HWRSD Debt line is assigned to Portfolio 1. Viewed together as school-related commitments—not as one portfolio—they total $33.284M, or 50.1% of Total Town spending. Within the General Fund, the assessment plus HWRSD Debt equals $33.095M, or 58.0% of authority. These figures are not the full District budget, payroll or total education Result.
Keep the source scope visible. These are Wilbraham’s Town Budget lines—not the full HWRSD Budget or a measure of what students received.

HWRSD documented overcrowding and repurposed learning/support space in 2023. Massachusetts DESE reports 610 students for 2025–26; enrollment alone is not a capacity measure.
414.1 districtwide FTE is a separate regional workforce measure—not Wilbraham-only headcount or Town payroll.
